本标准是根据《国家发展改革委办公厅关于下达2006年行业标准项目补充计划的通知》（发改为工业[2006]1093号）的要求，对SD267-1988《水利水电建筑安装安全技术工作规程》（以下简称原标准）进行修编的。
原标准实施以来，对促进水电水利施工企业的安全文明施工起了较好的规范作用，有效地控制了各类事故的发生。十年多来，随着安全生产法规的不断完善和新工艺、新技术、新设备、新材料被广泛应用于水电水利工程施工，继而对安全生产技术提出了新的要求，为保证标准的有效性、实用性，有必要对原标准进行修改和完善。
