本标准适用于新购置或新制造的频率为50Hz(或60Hz)的用作计量与测试标准的电子式有功和无功电能表。是电力部门使用(包括实验室及现场)、检测、验收、制造电子式标准电能表的技术依据，本标准可供有关制造厂家参考。
本标准不适用于在现场固定安装使用的电子式电能表。
