本标准是根据原国家经济贸易委员会《关于下达2001年度电力行业标准制、修订计划项目的通知》的安排制订而成的。本标准是在参照GB/T8174的基础上，结合我国火力发电厂保温工程效果的现场测试与评价的实际经验制订的，规定了火力发电机组投入运行后的保温工程热态考核测试与评价的方法及要求。本标准适用于火力发电厂架空敷设热力管道，敷设在地沟中的管道和埋入地下的管道可参照本标准，也适用于为了火电机组保温施工验收、保温技术改造、保温日常维护等而进行的测试。
