本标准根据《国家发展改革委办公厅关于下达2004年行业标准项目补充计划的通知》（发改办公业[2003]873号文）的要求制定的。风机水泵类等采用变频率调速技术实现节能运行是我国节能的一项重点推广技术。火电厂风机水泵用电动机多为6kV及以上高压大功率电机，国内外厂家生产的高压变频器已在我国火电厂开始投入运行。由于火电厂生产流程、操作规则以及环境要求均具有一定的特殊性，有必要对电力行业用高压变频器的生产、技术要求和试验内容等进行相应的规定。
