本标准规定了内河交通安全标志的组成、设置原则、颜色、种类、型号以及绘制等。本标准适用于内河通航水域。在内河通航水域设置交通安全标志时，必须符合本标准的规定。如有特殊需要，经盛自治区、直辖市交通主管部门批准，并报交通部备案，可以增加个别标志，但不得与本标准相抵触。在河口、海港设置交通安全标志时，可参照本标准的规定。标准不适用于我国与其他国家订有协议的国境河流。按本标准设置的内河交通安全标志，对交通行为人均有效。按本标准设置或未设置内河交通安全标志，均不免除交通行为人遵守有关交通法规的责任。
