1 Scope
This document specifies the basic requirements, production safety, storage safety and emergency treatment requirements of vinyl chloride enterprises producing vinyl chloride by acetylene method, and describes the corresponding verification methods.
This document is applicable to the production, storage and emergency disposal of enterprises producing vinyl chloride by acetylene method.

4 Basic requirements
4.1 Safety
4.1.1 Explosion-proof tools shall be used in places where flammable and explosive media such as vinyl chloride, acetylene, and hydrogen exist. Spiked shoes and clothing prone to static electricity shall not be worn to enter the vinyl chloride production area.
4.1.2 Workers exposed to vinyl chloride shall wear qualified personal protective equipment according to the provisions of GB 39800.2.
4.1.3 When vinyl chloride equipment, containers and pipelines are out of service, blind plates shall be used to isolate them from normal operating equipment and facilities, and they shall be replaced by chlorine or purged by steam. The indicators shall meet the requirements of hot fire analysis qualification judgment indicators in GB 30871.
4.1.4 After the operation of opening vinyl chloride equipment, containers and pipelines, the air tightness test shall be carried out and qualified. Before putting into use, nitrogen replacement or steam purge shall be used until the oxygen content is less than 1% (volume fraction).
4.1.5 Before hot work in acid tanks for vinyl chloride purification, alkali tanks and acid tanks for hydrochloric acid analysis, the gases sampled and analyzed shall at least include vinyl chloride, acetylene and hydrogen.
4.1.6 During the normal production of the enterprise, water containing vinyl chloride shall be collected and treated before discharging it.
4.1.7 When the transportation of liquid vinyl chloride is stopped, the pipeline shall not be closed, and safety pressure relief measures shall be taken to prevent the pipeline from being full of liquid or causing the pressure to rise due to liquid gasification.
4.1.8 Minor repairs of gas holders shall be carried out at least once a year, medium repairs of gas holders shall be carried out at least once every three years, and major repairs of gas holders shall be carried out at least once every five years. 4.1.9 Minor repairs of the gas holder shall at least include: external inspection of the gas holder and inspection and cleaning of the guide rails, addition or replacement of lubricating oil (grease) to the guide rails, replacement of worn guide wheels, local anti-corrosion of the outer surface and other maintenance with small workloads.
4.1.10 The repair content of the gas cabinet shall at least include: eliminating leakage of the bell jar wall, annular water seal, and ceiling plate; Inspect and repair water tank, overflow water seal, bell jar, bottom plate, guide wheel and guide rail, automatic venting components, valves and pipes; Check and debug the high and low limit safety interlocking devices and lighting; Check all items such as lightning protection and anti-static devices with heavy workload maintenance, including minor repairs of gas cabinets.
4.1.11 The overhaul content of the gas cabinet shall at least include: inspection, repair or replacement of the I-beam bracket, bell jar steam heating pipe, bell jar, wall plate, skeleton air intake riser, air outlet riser, vent riser, counterweight block, guide rails, columns, components, water seal groove; Check, measure and correct the sinking and inclination of the gas cabinet; Gas cabinet foundation repair; The inner and outer walls are comprehensively anti-corrosion Heavy workload maintenance such as insulation repair of water supply pipe and steam pipe, including all items of repair of gas cabinet.

4 Basic requirements
4.1 Safety
