1 Scope
This document defines the terms and definitions for water based extinguishing agents, specifies the models, requirements, inspection rules, packaging, marking, transport, and storage of water based extinguishing agents, and describes the corresponding test methods.
This document is applicable to the research and development, production, and inspection of water based extinguishing agents.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
water based extinguishing agent
fire extinguishing agents with additives such as penetrating agents and flame retardants in water to improve the fire extinguishing performance of water and enhance other properties
3.2
characteristic values
values of physical and chemical performance parameters of water based extinguishing agent provided by the manufacturer
3.3
lowest temperature for use
temperature 5°C higher than the freezing point
3.4
acute oral toxicity
health-impairing effects occur in laboratory animals within a short period of time following oral administration of a single dose or multiple doses of a test substance to the animal within 24 h
3.5
eye irritation
inflammatory changes in the eyes produced by contact with the test substance on the surface of the eyeball
4 Models
The models of water based extinguishing agents are designated as follows:
Example 1: S-6-(-10°C, 0°C)-enterprise-defined designation, which indicates a water based extinguishing agent with a mixing ratio of 6%, a stock solution freezing point of -10°C, and a mixed solution freezing point of 0°C.
Example 2: S-3-(-15°C, -5°C), which indicates a water based extinguishing agent with a mixing ratio of 3%, a stock solution freezing point of -15°C, and a mixed solution freezing point of -5°C.
Example 3: S-100-(-30°C), which indicates a water based extinguishing agent with a mixing ratio of 100% and a freezing point of -30°C.

4 Models
The models of water based extinguishing agents are designated as follows:
