本标准的目的是规定GB/T 15706.2―1995中所述的安全进入机械的一般要求。标准的这一部分给出了当需要进入机器而不能直接由地面或地板进入时，选择进入设施的建议方案。本标准适用于需要固定进入设施的所有机械(固定式和移动式)，本标准特别适用于作为机器整体组成部分的进入设施。在没有特定标准或国家法规的情况下，本标准也适用于进入安装在建筑物内作为建筑物一部分的机械设施。尤其适用于成套运行的大型机组构成的工厂（例如发电厂、造纸厂、炼钢厂、石油化工厂等)。注：在大型机器的情况下，当进入设施(如楼梯等)是建筑物的主要部分或机械的一部分难以决定时，使其他要求可能被满足(例如建筑物的撤离路线等)也可采用本标准。本标准也适用于不是永久固定于机器上，而对于机器的某些操作（如更换造纸机的毡垫）可以将其拆除或移到旁边去的进入设施。本标准不适用于提升装置或专为提升人或其他专门装置而设计的可移动的升降平台。本标准所涉及的重大危险见第4章。
