GB 18466-2005/XG1-2026 Discharge standard of water pollutants for medical organization,includes Amendment 1 Discharge Standard of Water Pollutants for Medical Organization 1 Scope This standard specifies pollutant control item and discharge control limit, treating process and sterilizing requirement, sampling and monitoring of waste gas and sludge discharged from medical organization wastewater and water disposal plant, and implementation and supervision of the standard, etc. This Standard is applicable to control of medical organization wastewater and water disposal plant sludge/waste gas, environmental impact assessment of medical organization construction project, and environmental protections (facility) of design, completion acceptance and post-acceptance discharge management. Where the wastewater from office service area, non-medical living area and so on of medical organizations are collected in combination with the one from inpatient area, the integrated wastewater discharge shall be applied this Standard. The wastewater discharge of the non-inpatient-area living area in the medical organization equipped with separated wastewater collecting system shall comply with the relevant requirements of GB 8978. 2 Normative References The following normative documents and the analysis method standard and specifications listed in Table 5 and Table 6, contain provisions which, through reference in this text, constitute provisions of this Standard, and have same effect to this Standard. If the normative documents and specifications referred to are revised, the latest editions hereof apply. GB 8978 Integrated Wastewater Discharge Standard GB 3838 Environmental Quality Standards for Surface Water GB 3097 Seawater Quality Standards GB 16297 Integrated Emission Standard of Air Pollutants HJ/T 55 Technical Guidelines for Fugitive Emission Monitoring of Air Pollutants HJ/T 91 Technical Specifications Requirements for Monitoring of Surface Water and Waste Water 3 Term and Definition For the purposes of this Standard, the following terms and definitions apply. 3.1 Medical organization It refers to hospital, health center, sanatorium, outpatient clinic, dispensary, first-aid station and so on undertaking disease diagnosis and treatment. 3.2 Medical organization wastewater It refers to diagnosis/treat, living and excrement wastewater discharged from outpatient clinic, ward, operating room, test room, pathology dissecting room, X-ray room, laundry room, mortuary, etc. of medical organizations. Other wastewater from medical organization, if discharged in combination with the wastewater above, shall also be regarded as medical organization wastewater. 3.3 Sludge It refers to sediment, sedimentation sludge and septic tank sludge produced in wastewater disposal process of medical organizations. 3.4 Waste gas It refers to harmful gases produced in wastewater disposal process of medical organizations. 4 Technical Contents 4.1 Requirements on Wastewater Discharge 4.1.1 Wastewater discharge from infectious disease and tuberculosis medical organizations shall all subjected to the requirements of Table 1. 4.1.2 Integrated medical organization and other medical organizations on the county level and above or with over 20 beds shall comply with the requirements of Table 2 in wastewater discharge. For wastewater directly or indirectly discharged areal surface waters and sea areas, the discharge standard shall apply; for sewerage wastewater discharged to the terminal equipped with secondary urban wastewater disposal plant, the pretreatment standard shall apply. Table 1 Discharge Limits of Water Pollutants Discharged by Infectious Disease and Tuberculosis Medical Organizations (Daily Mean) 4.1.3 Integrated medical organization and other medical organizations below the county level or with less 20 beds may discharge medical organization wastewater after it is sterilized. 4.1.4 Medical organization wastewater must not be discharged into categories I and II water area (GB 3838), drinking water, protected zone and swimming zone in category III (GB 3838), and categories I and II sea areas (GB 3097). 4.1.5 In general medical organization equipped with infectious disease ward, the wastewater from infectious disease ward shall be separated from that from non-infectious disease ward. The wastewater and excrement from infectious disease ward may be disposed with other wastewater after being sterilized. 4.1.6 The medical organization wastewater containing chlorine sterilizer, if directly discharged to areal surface waters or sea area, shall be applied with dechloridation treatment, so as to make the total residual chlorine less than 0.5mg/L. 4.2 Requirements on Waste Gas Emission 4.2.1 The exhaust gas discharged from water disposal plant shall be applied with deodorization treatment, so as to guarantee the air nearby water disposal plant meet 3 the requirements of Table 3.
