本标准规定了炭素制品及其主要生产工序单位产品能源消耗（以下简称能耗）限额的技术要求、统计范围、计算方法。
本标准适用于石墨电极（普通功率石墨电极、高功率石墨电极、超高功率石墨电极）、炭电极和炭块（石墨质炭块、半石墨质炭块、微孔炭块）以及炭素生产主要工序（焙烧和石墨化工序）单位产品能耗的计算、考核以及新建设备的能耗控制。
