This standard specifies the requirements for the emission limits, monitoring and supervisory control of water and air pollutants of the industrial enterprises and production facilities of rubber products as well as relevant provisions on the implementation and supervision of this standard.
This standard is applicable to the emission control of water and air pollutants of rubber product manufacturer or production facilities as well as the environmental impact evaluation, environment protection facilities design, environment protection acceptance after completion for the construction projects of rubber products industrial enterprise and the emission control of water and air pollutants after the project being put into production.
This standard is applicable to legal pollutant emission. The site selection of the pollution sources to be set and the management of the existing pollution sources in the special protected zone shall comply with the relevant regulations in such laws and regulations and rules as "Law on Prevention of Air Pollution of the People's Republic of China", "Law of the People's Republic of China on Prevention and Control of Water Pollution", "Marine Environment Protection Law of the People's Republic of China", "Law of the People's Republic of China on Prevention of Environmental Pollution Caused by Solid Waste", " Law of Environmental Impact Assessment of the People's Republic of China", etc..
The water pollutants emission control requirements specified in this standard are applicable to the behaviors that the enterprise directly or indirectly discharges the water pollutants out of its legal boundary.
