Risk criteria for hazardous chemicals production unit and storage installations 1 Scope This standard specifies the acceptable risk criteria values for individual risks and societal risks of hazardous chemicals production unit and storage installations. This standard is applicable to the risk determination of hazardous chemicals production unit and storage installations in site selection and surrounding land use planning. 2 Terms and definitions For the purposes of this document, the following terms and definitions apply. 2.1 individual risk frequency of deaths caused by hazardous chemical accidents assuming that personnel are in a certain place for a long time without protection, which is expressed by times per year 2.2 societal risk frequency of certain injuries suffered by groups (including employees of surrounding enterprises and the public) in hazardous areas, which is usually expressed as the cumulative frequency (F) of accidents with N or more deaths, expressed as a curve (F-N curve) of the relationship between the cumulative frequency and the number of deaths 2.3 protected object off-site installations or places which may cause casualties under the influence of the accidents of hazardous chemicals production unit and storage installations 3 Individual risk criteria 3.1 Protected object classification 3.1.1 Protected objects are classified into highly sensitive protected objects, important protected objects and general protected objects according to the main properties of actual use of installations or places. 3.1.2 Highly sensitive protected objects include the following installations or places: a) Cultural installations. Including: comprehensive cultural activity centers, cultural centers, youth palaces, children activity centers, senior activity centers and other installations. b) Education installations. Including: colleges and universities, secondary specialized schools, sports training bases, middle schools, primary schools, kindergartens, spare-time schools, private training institutions and their auxiliary installations, including the living places of students in independent areas provided for schools. c) Medical and health places. Including: medical treatment, health care, hygiene, epidemic prevention, rehabilitation and first aid places; excluding: health service installations of the residential area level or below. d) Social welfare installations. Including: welfare homes, nursing homes, orphanages and other installations providing welfare and charity services for the society and their auxiliary installations. e) Other places where the groups with relatively low self-protection ability in accident scenes gather. 3.1.3 Important protected objects include the following installations or places: a) Public book exhibition installations. Including: public libraries, museums, archives, science and technology museums, memorial halls, art galleries, exhibition halls, exhibition centers and other installations. b) Cultural relics protection units. c) Religious places. Including: temples, monasteries, Taoist temples, churches and other places specially used for religious activities. d) Urban rail transit installations. Including: aboveground lines and sites of urban rail transit in independent area. e) Military and security installations. Including: installations specially used for military purposes, prisons and detention installations. f) Foreign affairs places. Including: embassies, consulates and offices of foreign governments and international organizations in China. g) Other places with protection values or where personnel are inconvenient to evacuate in case of accident. 3.1.4 General protected objects are classified into Classes I, II and III according to their scale. See Table 1 for classification of general protected objects. Including the business outlets of telecommunications, postal, water supply, gas, power supply, heating and other public installations Business outlets of gasoline and gas filling stations Other non-hazardous chemicals industrial enterprises Buildings with more than 100 employees on duty in the enterprise Buildings with less than 100 employees on duty in the enterprise Transportation hub installations Including: railway passenger stations, highway long-distance passenger stations, port passenger terminals, airports, traffic service installations (excluding traffic command center and traffic court), etc. Transportation hub installations with a maximum number of passengers of more than 100 Transportation hub installations with a maximum number of passengers of less than 100 Urban park plazas Urban park plaza with a total building area of more than 5,000m2 Urban park plaza with a total building area of more than 1,500m2 and less than 5,000m2 Urban park plaza with a total building area of less than 1,500m2 Note 1: Rural residential areas and low-rise residential areas based on low-rise buildings (1~3-storey residential buildings) shall be subject to scale accounting in units of the whole, while mid-rise (4~6-storey residential buildings) and above buildings shall be subject to scale accounting in units of single building. If other protected objects are not separately specified, they shall be classified based on independent buildings. Note 2: When calculating the number of personnel, the number of households and residents shall be calculated according to the permanent resident population, while the number of enterprise personnel shall be calculated according to the maximum number of employees on duty. Note 3: Comprehensive buildings with compatibility are classified according to their main types. If it is difficult to determine the main properties of comprehensive buildings, they are classified according to the main properties of the ground floor.
