1 Scope
This document specifies technical requirements, labeling, and manufacturer's information for cold-protective clothing, along with corresponding test methods.
Applicable to protective garments used by workers in cold environments to prevent frostbite and other hazards.
Not applicable to non-occupational protective clothing.

3 Terms and Definitions
The terms defined in GB/T 12903-2008 and the following apply to this document.
3.1 Synthetic Temperature
An integrated representation combining ambient temperature and wind chill effect.
Note: Measured in degrees Celsius (°C).
3.2 Cold Environment
Environment with synthetic temperature below -5°C.
3.3 Ensemble
A combination of two pieces, one-piece (coverall), or multiple garments.
3.4 Effective Thermal Insulation (Icle)
Thermal resistance from skin to the outer surface of a single garment or ensemble under static conditions.
Note: Expressed in clo units (1 clo = 0.155 m²·K/W).
3.5 Total Thermal Insulation (It)
Thermal resistance from skin surface to the environment, including garment insulation and air layer insulation.
3.6 Thermal Insulation of Air Layer (Ia)
Thermal resistance of the air layer surrounding the ensemble surface under specified manikin test conditions.
3.7 Outer Shell Material
The outermost layer material of protective clothing.
3.8 Water-Vapour Resistance (Ret)
Ratio of water vapor pressure difference between two surfaces to the heat flux per unit area through the specimen.

4 Technical Requirements
4.1 Design and Comfort
Structural design and comfort shall comply with GB 20097-2025.
4.2 Size Specifications
Garment sizing shall conform to GB 20097-2025.
4.3 Effective Thermal Insulation
Four grades specified in Table 1. Minimum requirement: Grade 1.
4.4 Air Permeability
Three grades specified in Table 2.
4.5 Hydrostatic Pressure Resistance
Two grades specified in Table 3. Waterproof garments shall meet at least Grade 1.
4.6 Material Performance
4.6.1 Basic Safety
Requirements listed in Table 4.
4.6.2 Tear Strength
Outer shell: ≥30 N (warp/weft).
4.6.3 Breaking Strength
Outer shell: ≥450 N (warp/weft).
4.6.4 Bursting Strength (Knits Only)
≥200 kPa.
4.6.5 Low-Temperature Flex Resistance
Required for coatings used below -50°C; no cracks after folding.
4.6.6 Dimensional Stability
Woven fabrics: ≤±3% after washing
Knits/Nonwovens: ≤±5%
4.6.7 Moisture Management
Waterproof garments:
Total water vapor resistance <55 m²·Pa/W, OR
If ≥55 m²·Pa/W, moisture permeability index ≥0.15
