1 Scope
This document specifies the terms, definitions and judgment criteria for major accident potential of special equipment.
This document is applicable to the judgment of major accident potential in the use of special equipment.
This document is not applicable to:
a) special equipment used for military equipment, nuclear facilities and aerospace vehicles;
b) special equipment used for locomotives, offshore facilities and ships, underground mines and civil airport as well as hoisting machinery and special purpose motor vehicles in special fields used on housing construction site or civil engineering site;
c) special equipment for which service registration is required according to the special equipment safety technical regulations.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
major accident potential of special equipment
potential unsafe situations that exist in the use of special equipment, with a high degree of harm, which may result in mass casualties or significant economic losses
Note: Major accident potential of special equipment corresponds to the serious accident potential listed in the Special Equipment Safety Law of the People's Republic of China.
4 Judgment criteria
4.1 If a special equipment continues to be used under any of the following circumstances, it shall be classified as a major accident potential.
a) The special equipment is produced without a license, phased out by the state due to safety problems, scrapped or reaches the conditions for scrapping.
b) Accidents have occurred in the special equipment, and no comprehensive inspection has been carried out to eliminate the accident potential.
c) The special equipment is not subjected to supervision and inspection in accordance with the provisions or does not pass the supervision and inspection.
d) There are situations where the parameters and usage range specified in 4.2 to 4.10 are exceeded.
4.2 If a boiler continues to be used under any of the following circumstances, it shall be classified as a major accident potential.
a) The conclusion of the periodic inspection is "non-conforming".
b) The thermal instrument is failed or the control power/air supply source is interrupted, resulting in inability to monitor and adjust main operating parameters.
c) The safety valve (bursting disc device) is missing or invalid.
d) The system alarm device is missing or invalid.
e) The interlocking protection device is missing or invalid.
f) The flameout protection device is missing or invalid.
g) The main steam-water piping of the power plant boiler is leaking or the piping within the boiler range is broken.
