Standard for flood control 1 General provisions 1.0.1 This standard has been developed in accordance with the social and economic conditions of China, aiming to meet the flood control requirements, address the needs of flood control construction across different regions and sectors of the national economy, and safeguard people's lives and property against floods. 1.0.2 This standard is applicable to the planning, design, construction, operation and management of flood control, regarding, protecting various flood protection objects against rainstorm flood, snowmelt flood, combined flood of rainstorm and snowmelt, and flood tide in estuaries and coastal areas. The flood protection objects include cities, villages, industrial and mining enterprises, transport infrastructure, water resources and hydropower projects, power facilities, communication facilities, cultural relics and historic sites, and tourism facilities. 1.0.3 The flood control standards for flood protection objects shall be expressed in terms of the recurrence interval of flood or flood tide. For flood protection objects of significant importance, the probable maximum flood (PMF) may be adopted. Based on the specific requirements of different flood protection objects, design flood standards alone or both design flood standards and correct flood standards may be adopted. 1.0.4 The flood control standard for different flood protection objects shall be determined by comprehensive demonstration based on the requirements of flood control safety and taking into account factors such as economic, political, social, and environmental considerations. If possible, it shall be rationally determined through comparative analysis of the potential reduction of economic losses from flood disasters and the corresponding flood control cost of different flood control standards. 1.0.5 The flood control standards for the following flood protection objects shall be determined according to the following provisions: 1.0.5.1 When there are more than two types of flood protection objects within a protection area and separate protection is not feasible, the flood control standards for that protection area shall be determined based on the higher standards between the overall flood control standards for the protection area and the standards specific to the main flood protection object. 1.0.5.2 For flood protection objects that impact public flood control security, the higher flood control standards between the standards required for the object itself and those required for public flood control security shall be adopted. 1.0.5.3 For road subgrades, walls and other buildings/structures with flood control functions, the higher flood control standards between the standards for the protection area and those for the buildings/structures shall be adopted. 1.0.6 The flood control standards for the following flood protection objects may be raised or lowered appropriately through demonstration: 1.0.6.1 For flood protection objects with potentially heavy losses and severe impacts after flood disasters or failures, higher flood control standards than those specified in this standard can be adopted. 1.0.6.2 For flood protection objects with potentially minor losses and impacts after flood disasters or failures, or with relatively short service life and temporary application, lower flood control standards than those specified in this standard can be adopted. When flood control standards higher or lower than those specified in this standard are adopted, they shall be submitted for approval to the competent departments of the industry if they do not have any impact on public flood control security. Otherwise, they shall be submitted for approval to both the competent departments of the industry and the competent departments for water administrations. 1.0.7 If the existing flood control standards for various flood protection objects are lower than those specified in this standard, proactive measures shall be taken to promptly achieve compliance with the prescribed standards. In case of any difficulties in meeting the prescribed standards, appropriate adjustments or phased implementation may be considered after the demonstration and with the approval of the competent developments of the industry. 1.0.8 If the flood control construction, conducted in accordance with the flood control standards specified in this standard, cannot be immediately completed due to a large amount of work and significant costs involved, then with the approval of the competent developments of the industry, it is allowed to implement the construction in phases and gradually achieve the desired objectives. 1.0.9 After the flood control standards for various flood protection objects have been determined, the corresponding design flood or tidal level and correct flood or tidal level shall be determined through analysis and research based on the actual measurements and investigations of rainstorms, floods, tidal levels, and other relevant data in the area where the flood protection objects are located, and the following requirements shall be met: 1.0.9.1 The measured hydrological data shall be reviewed, with the consistency of the data and the representativeness of the analysis and calculation series checked. The investigation data shall be rechecked. 1.0.9.2 The design flood shall be calculated based on the rainstorm data. The method and parameters for runoff generation and confluence calculation shall be checked using the measured rainstorm and flood data. 1.0.9.3 Rationality analysis shall be conducted for the statistical parameters and results obtained from the storm and flood data. 1.0.10 The flood control standards for various flood protection objects shall not only comply with this standard but also adhere to the relevant current national standards and specifications. 2 Cities 2.0.1 Cities shall be categorized into four grades based on their importance in terms of social and economic status or the size of their non-agricultural population. Flood control standards of each grade shall be determined in accordance with the requirements of Table 2.0.1.
