1 General Provisions 1.0.1 In order to strengthen the management of installation quality of steel-making mechanical equipment, unify the standard for the acceptance of engineering installation quality and ensure the engineering quality, this Code is hereby established. 1.0.2 The Code shall be applicable to the engineering installation quality acceptance of converter, electric arc furnace, secondary refining equipment, continuous steel-casting mechanical equipment and auxiliary steel-making mechanical equipment, etc. 1.0.3 The requirement for installation quality in the engineering technical documents and the contract to be applied during the installation of steel-making mechanical equipment shall not be lower than that in this Code. 1.0.4 During the installation quality acceptance of steel-making mechanical equipment, not only the regulations of this Code but also those of the related current national standards shall be complied with. 2 Basic Requirements 2.0.1 The construction contractor for installation of steel-making mechanical equipment shall be qualified to undertake the construction of this kind of works.The construction site shall be provided with corresponding construction technical standards, complete quality management system and quality control and inspection systems as well as such technical documents approved by the technical director of the project as construction organization plan, method statement and construction design. 2.0.2 In case of revision of construction drawings, the design change notice from the design contractor or technical confirmation attestation shall be acquired in advance. 2.0.3 In case of inspection and acceptance of engineering installation quality of steel-making mechanical equipment, the measuring instrument to be used must be verified and calibrated as qualified. 2.0.4 The welder responsible for welding work during the installation of steel-making mechanical equipment must pass the related examination and acquire the corresponding certificate, and only carry out welding within the scope specified and approved by the above examination he/she passed. 2.0.5 The installation of steel-making mechanical equipment shall be carried out and handed over among various specialties with record according to specified procedures.The quality control shall be carried out to each working procedure according to the construction technical standard, and after completion of each working procedure, the quality shall be inspected with record.If the previous procedure has not passed inspection, the following procedure cannot be carried out. 2.0.6 In case of secondary grouting and other concealed works of equipment during installation of steelmaking mechanical equipment, the construction contractor shall inform related contractors to carry out acceptance and prepare the acceptance document accordingly prior to the concealed work. 2.0.7 The engineering installation quality acceptance of steel-making mechanical equipment shall be performed on the basis of the self inspection of construction contractor as well as subdivisional works, subunit works and unit works.The sub-unit works and subdivisional works should be divided according to the requirement of Table 2.0.7.The unit works can be divided into the following contents based on process systems:installation of mechanical converter, electric arc furnace, ladle refining furnace (LF) , vacuum ladle refining furnace (VD) , vacuum oxygen decarburization converter(VOD) , recirculation vacuum degassing refining furnace(RH) , argon oxygen decarburization refining furnace (AOD) and continuous steel-casting mechanical equipment. 2.0.8 In case of acceptance, the quality of subdivisional works shall conform to the following requirements: 1 During inspection, the dominant items shall comply with the quality requirements of the Code. 2 The inspection results of general items shall meet the requirements of the Code completely. 3 The quality acceptance record and the quality certification shall be complete. 2.0.9 During acceptance, the quality of sub-unit works shall conform to the following requirements: 1 The quality of all subdivisional works of sub-unit works shall pass the acceptance. 2 The data for quality control shall be complete. 3 The no-load test run of single equipment shall be qualified. 2.0.10 In case of acceptance, the quality of unit works shall conform to the following requirements: 1 The quality of all sub-unit works of the unit works shall pass the acceptance. 2 The data for quality control shall be complete. 3 The no-load combined test run of equipment shall be qualified. 4 The appearance quality shall pass the acceptance. 2.0.11 In case of acceptance, the appearance quality inspection items of the unit works shall conform to the following requirements: 1 Connecting bolts:The bolts, nuts and washers shall be fully equipped according to the design.After fastened, the bolt shall be with the exposed nut or flushed with the nut.The exposed thread shall be free of damage and the penetrating direction of thread shall be consistent unless otherwise limited by the structural reasons. 2 Sealing conditions:Free of obvious oil, water or gas leakage. 3 Pipe laying:Reasonable layout and orderly arrangement. 4 Sound insulation and thermal insulating material laying:Uniform thickness, solid bound, relatively smooth surface. 5 Covering with paint:Uniform coating, free of holiday, scaling, obvious wrinkled skin or gas bubble, basically consistent color. 6 Walking board, ladder and rail:Firmly fastened and free of obvious appearance defects. 7 Welds:With relatively uniform weld ripples, and welding slag and spatter has been basically cleaned up. 8 Notches:Free of slag. 9 Protection of finished products:The equipment is free of defect and the exposed machined surface shall be well protected. 10 Civilized construction:The construction site shall be orderly under the management, and no construction waste shall be found around the equipment.The above items shall be randomly inspected with at least ten points to be inspected. 2.0.12 The acceptance records for installation quality of steel-making mechanical equipment shall conform to the following requirements: 1 The quality acceptance of subdivisional works shall be recorded according to Appendix A of the Code. 2 The quality acceptance of sub-unit works shall be recorded according to Appendix B of the Code. 3 The quality acceptance of unit works shall be recorded according to Appendix C of the Code. 4 The no-load test run of equipment shall be recorded according to Appendix D of the Code. 2.0.13 In case the quality of works does not conform to the requirement, the works shall be not only immediately dealt with or reworked, but also subject to acceptance over again. 2.0.14 As for the works whose quality does not conform to the requirement and still cannot meet the safe use requirement after treatment or rework, the acceptance must not be performed to it. 2.0.15 The acceptance for installation quality of steel-making mechanical equipment shall be carried out according to the following procedures: 1 The acceptance of subdivisional works shall be carried out by the specialized technical director(foreman) and quality inspector of the construction contractor under the organization of the consulting engineer(the project technical director of the owner) . 2 The acceptance of sub-unit works shall be carried out by the project, technical and quality directors of the construction contractor under the organization of the chief consulting engineer(the project director of the owner) . 3 After completion of the unit works, the construction contractor shall organize related personnel to conduct inspection and assessment by itself and submit the acceptance report to the owner. 4 After the owner receives the acceptance report, its(project) director shall organize the persons in charge of construction contractor, design company and consultant company to carry out the acceptance to the unit works. 5 In case of subcontractors participating in the construction of unit works, the general contractor shall be fully responsible for the works quality, while the subcontractors shall be responsible for the inspection and assessment of the works under the charge of them according to the procedures specified in the Code with the absence of the general contractor s personnel.After completion of subcontracted works, the related data shall be submitted to the general contractor. 3 Equipment Foundation, Foundation Bolt and Base Plate 3.1 General Requirements 3.1.1 This chapter shall be applicable to the acceptance of installation quality of the foundation, foundation bolt and base plate of steel-making mechanical equipment. 3.1.2 Prior to installation of equipment, the foundation shall be inspected for acceptance.In case of acceptance failure, the equipment must not be installed. 3.1.3 The foundation for main steel-making mechanical equipment shall be subject to settlement survey with records being made.

1 General Provisions 1.0.1 In order to strengthen the management of installation quality of steel-making mechanical equipment, unify the standard for the acceptance of engineering installation quality and ensure the engineering quality, this Code is hereby established. 1.0.2 The Code shall be applicable to the engineering installation quality acceptance of converter, electric arc furnace, secondary refining equipment, continuous steel-casting mechanical equipment and auxiliary steel-making mechanical equipment, etc. 1.0.3 The requirement for installation quality in the engineering technical documents and the contract to be applied during the installation of steel-making mechanical equipment shall not be lower than that in this Code. 1.0.4 During the installation quality acceptance of
