GB 55019-2021 General codes for accessibility of buildings and municipal engineering projects
1 General provisions
1.0.1 In order to ensure the construction, operation and maintenance of accessible facilities during the construction of accessible environment, this code is formulated in accordance with relevant national laws and regulations.
1.0.2 The construction, operation and maintenance of accessible facilities in newly built, renovated and expanded municipal and building engineering must comply with this code.
1.0.3 The construction and operation of accessible facilities shall follow the following basic principles.
1 The needs of the disabled, the elderly and other people in need shall be satisfied to eliminate their obstacles in social life.
2 Safety and convenience shall be guaranteed while keeping cost efficient, green and aesthetic.
3 The systematicness and effective connection between accessible facilities shall be guaranteed.
4 The safety, functionality, and performance of accessible circulation facilities, accessible service facilities, and accessible communication facilities shall be guaranteed throughout the design, type selection, acceptance, commissioning, operation and maintenance.
5 The construction of accessible communication facilities is compatible with the development level of information technology.
6 Cultural relics protection units at all levels shall build accessible facilities according to their needs without destroying cultural relics.
1.0.4 It is up to the relevant responsibility subjects to determine whether the technical methods and measures adopted in the engineering construction meet the requirements of this code. Innovative technical methods and measures shall be demonstrated and meet the performance requirements in this code.
2 Accessible circulation facilities
2.1 General
2.1.1 Continuous accessible circulation routes shall be provided in urban open spaces, building sites, building interiors, and the areas between them.
2.1.2 Signage, trash bins, seats, lamp posts, bollards, ground lights, and floor cabling (trays) along accessible circulation routes shall not obstruct the independent circulation of persons with mobility impairments. Objects fixed to the walls or columns of accessible route, wheelchair ramps, or staircases, with a protruding part exceeding 100mm and a bottom height less than 2.00 m from the ground, shall have a bottom height not exceeding 600 mm and ensure an effective clear width.
2.1.3 The accessible circulation routes shall be equipped with safety protection facilities near dangerous terrain areas, and when necessary, with safety warning lines.
2.1.4 The ground of accessible circulation facilities shall be firm, flat, anti-skip and free of water accumulation.
2.2 Accessible route
2.2.1 When there is a ground height difference on the accessible route, wheelchair ramps or edge ramps shall be set up.
2.2.2 The clear width of accessible route shall not be less than 1.20 m, and that of crowded public places shall not be less than 1.80 m.
2.2.3 Door openings on accessible route shall accommodate the wheelchair, and all ticket gates, checkout counters, etc., shall be equipped with wheelchair route with a clear width of not less than 900 mm.
2.2.4 When manhole covers and grates are present on accessible route, the width or diameter of the holes in the manhole covers and grates shall not be greater than 13 mm, and the strip holes shall be perpendicular to the route.
2.2.5 Where the lower parts of escalators and staircases, or other low indoor/outdoor spaces are accessible, edge protection shall be installed at heights not exceeding 2.00 m from the ground.
2.3 Wheelchair ramp
2.3.1 The slope and lifting height of the wheelchair ramp shall meet the following requirements:
1 The transverse slope shall not be greater than 1:50, and the longitudinal slope shall not be greater than 1:12. When the conditions are limited and the height difference between the starting and ending points of the slope section is not greater than 150 mm, the longitudinal slope shall not be greater than 1:10;
2 The lifting height of each ramp shall not be greater than 750 mm.
2.3.2 The clear width of wheelchair ramp shall not be less than 1.20 m.
2.3.3 The clear width of the starting point, end point and rest platform of the wheelchair ramp shall not be less than the clear width of the ramp, and the horizontal length shall not be less than 1.50 m. The door leaf opening and objects shall not occupy the space in this range.
2.3.4 When the height of the wheelchair ramp is greater than 300 mm and the longitudinal slope is greater than 1:20, handrails shall be set on both sides, and the handrails of the ramp and the rest platform shall be kept continuous.
2.3.5 The edge protection shall be taken on the unprotected side of wheelchair ramp equipped with handrails.
2.4 Accessible entrance/exit
2.4.1 The accessible entrance/exit shall be one of the following:
1 The flat slope entrance/exit with ground slope not greater than 1:20;
2 The entrance/exit provided with steps and wheelchair ramps;
3 The entrance/exit provided with steps and lifting platform.
2.4.2 In addition to the flat slope entrance/exit, a platform shall be set in front of the accessible entrance/exit; when the door is fully opened, the net depth of the platform shall not be less than 1.50 m; awnings shall be installed above the accessible entrance/exit.
2.4.3 When barrier gates are set, at least one gate shall have a clear width of not less than 900 mm when opening, or an entrance/exit for wheelchair users with a clear width of not less than 900 mm shall be provided adjacent to the gates.
2.5 Doors
2.5.1 Accessible doors shall be clearly identifiable, and shall ensure easy opening and closing and safe passage.
2.5.2 Revolving doors shall not be used on accessible route.
