本规程适用于工业企业厂区内的发生炉、水煤气炉、半水煤气炉、高炉、焦炉、直立连续式炭化炉、转炉等煤气及压力小于或等于12×105Pa(12.24kgf/cm2）的天然气(不包括开采和厂外输配)的生产、回收、输配、贮存和使用设施的设计、制造、施工、运行、管理和维修等，凡涉及安全方面必须执行本规程，还应遵守国家现行的有关标准、规程、规范。本规程不适用于城市煤气市区干管、支管和庭院管网及调压设施、液化石油气等。因采用新技术、引进技术和引进工程而不能执行本规程的有关规定时，需提出相应的安全规定（附科学依据），报盛自治区、直辖市的劳动部门批准并报劳动人事部备案后，才能使用和运行。各企业应依据本规程制定实施细则。
