1 Scope
This document specifies the safety management and technical requirements for the design, management, operation, maintenance, and emergency response of gas facilities in industrial plants, including generators, water gas generators, semi-water gas generators, vertical continuous carbonization furnaces, blast furnaces, converters, coke ovens, and ferroalloy furnaces, covering production, recovery, purification, transmission, storage, and use. It also describes the corresponding verification methods.
This document applies to gas facilities within industrial enterprise plants.
This document does not apply to gas facilities used for producing methane, methanol, hydrogen, and other industrial products, as well as urban gas distribution networks (including main pipes, branch pipes, courtyard pipelines, and pressure regulation facilities.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 Calculated pressure
The maximum working pressure that may occur under normal operating conditions.
Note: The maximum working pressure during normal production operation is considered the highest working pressure.
3.2 Gas equipment
All facilities through which gas flows.
Note: Includes connected pipelines and equipment for other media (e.g., steam, nitrogen, water) up to the first shut-off device for the gas medium.
3.3 Curtain appliance
Devices installed on gas pipelines to isolate gas and prevent leakage into isolated areas.
Note: This function can be fulfilled by a single device or a combination of devices.
3.4 Shut-off appliance
Various types of valves and facilities with opening/closing or on/off functions but unable to completely isolate gas.
3.5 Raw gas
Unpurified gas.
3.6 Ferroalloy gas
By-product gas from smelting ferroalloys in closed electric furnaces.
Note: Main components are carbon monoxide and hydrogen.
3.7 Gas emission device

A special valve mechanism consisting of blind plates and transparent plates resembling glasses, performing reciprocating or swinging movements along the sealing surface to achieve shut-off or opening functions.
Note: Includes closed-type, open-type, and sector-type spectacle valves.
4 General Requirements
4.1 The design of gas engineering projects shall be carried out by units holding corresponding engineering design qualifications.
4.2 Welding, construction, and acceptance of gas facilities shall comply with GB 50184, GB 50235, GB 50236, GB 50316, and GB 50683.
4.3 Construction shall follow the design; modifications require written consent from the design unit. Concealed parts of the project shall be inspected and approved by the construction unit, the owner, and the supervisor (if any) before closure. Upon completion, the construction unit shall prepare completion documentation and drawings for the owner's records.
4.4 Newly built, renovated, expanded, or overhauled gas facilities shall undergo inspection and acceptance before commissioning. Acceptance shall involve the owner's gas facility operation department and safety department.
