Safety Regulations for Blasting 1 Scope This standard specifies the safety technical requirements for blasting and blasting unit's purchase, transportation, storage, using, processing, inspection and destruction of blasting materials and accessories. This standard is applicable to various civil blasting, and unmilitary engineering blasting conducted by the Chinese People's Liberation Army and The Chinese Armed Police Force. 2 Normative references The following documents are indispensable for the application of this document. GB 18098 Determination of the toxic gases formed by detonation of industrial explosives GB 50089 Safety code for design of engineering of civil explosives materials GA 837 Security protection requirements for civil explosives magazine GA 838 Safety code for miniature civil explosives magazine GA/T 848 Guidelines for safety assessment for civil explosives magazine of blasting unit GA 990 Qualification and management requirements for unit of blasting GA 991 Management requirements for item of blasting 3 Terms and definitions For the purposes of this document, the following terms and definitions apply. 3.1 blasting operation to do work on the media using the explosion energy of explosives for the purpose of achieving predetermined engineering objective 3.2 blasting unit units holding blasting unit license and engaging in blasting, which are divided into two kinds, i.e. non-commercial and commercial units. Non-commercial blasting unit refers to the unit that performs blasting by itself within restricted area for its legal production activities; commercial blasting unit refers to the unit that has independent legal personality and takes up the design and construction, safety assessment and safety supervision of blasting items 3.3 blasting engineering and technical personnel technical personnel who has professional blasting knowledge & practical experience and has passed examination and obtained the qualification certificate for engaging in blasting work 3.4 blasting personnel; personals engaged in blasting operations it refers to blasting engineering and technical personnel, blaster, safety personnel and keeper engaged in blasting 3.5 adverse effects of blasting possible harmful influence of blasting on the protected objects near the blasting area. Such as blasting vibration, individual flying object, air shock wave, noise, shock wave in water, dynamic water pressure, surge, dust and harmful gas 3.6 blasting circumstances it generally refers to natural conditions and environmental conditions influencing blasting safety in and around the blasting area 3.7 rock blasting operation to do work on rock media using the explosion energy of explosives for the purpose of achieving predetermined engineering objective 3.8 surface blasting rock blasting carried out on ground surface. 3.9 underground blasting rock blasting carried out under the ground (e.g. underground mine and chamber, tunnel, etc.) 3.10 short-hole blasting blasting with the diameter and depth of blast hole less than or equal to 50mm and 5m respectively 3.11 deep-hole blasting blasting with the diameter and depth of blast hole greater than 50mm and 5m respectively 3.12 blasting in complicated surroundings blasting carried out by taking measures to control adverse effects in the environment with residential area, large cultivation farm or important facilities within 100m away from the edge of the blast area 3.13 development blasting; heading blast blasting in such heading engineering as laneway and tunnel 3.14 chamber blasting blasting for excavation of rock by intensive charge or strip-chamber charge 3.15 blasting in water; underwater blasting blasting carried out in or under water media 3.16 presplitting blasting blasting that the ignition is made before the main blast area by arranging intensive blast holes along the limit of excavation and using decoupling charging or charging of low-power explosives, to form a presplitting gap between the blast area and the reserved area for relieving the destroy of the blasting of main blast hole to the reserved rock mass and forming an even profile face 3.17 smooth blasting blasting that the ignition is made after the main blasting area by arranging intensive blast holes along the limit of excavation and using decoupling charging or charging of low-power explosive, to form an even profile 3.18 delay blasting blasting technique using delay detonator to make each charge initiate by different time sequence, which is divided into millisecond delay blasting and second delay blasting, etc. 3.19 demolition blasting operation to dismantle building (structure) in blasting in accordance with the design requirement by taking measures to control the adverse effects 3.20 special blasting
