本标准规定了铁道客车内部及静止时外部噪声的测量方法，并测定了各车种客车容许噪声值。本标准适用于标准轨距铁路上运用的新造普通全金属座车、卧车、行李车、邮政车、餐车、发电车和上述车种的合造车。不适用于动车组的车辆。公务车、卫生车、维修车和试验车等特殊用途车以及其他有特殊要求的客车，除容许噪声值及测点位置按设计及使用需要有特殊要求外，其他也应符合本标准。
