Introduction This standard serves as a basic and directive standard for safe use of electricity. It specifies basic principles and requirements for safe use of electricity in design, manufacturing, installation, use and maintenance of electrical equipment, so as to regulate the behavior of safe use of electricity and provide safety guarantee for persons and property. Safety requirements and precautions for various electrical equipment, electrical installations and power-consuming places shall be specified in accordance with this standard. This standard specifies the requirements for safe use of electricity in the relevant clauses with regard to characteristics and causes of common electrical accidents in the process of electricity consumption, so as to prevent or reduce electric injury, electrical fire, damages to electrical equipment and installation, etc. In view of the different characteristics of electricity consumption in various industries, some provisions of this standard specify the principled safety requirements for normal use and management of electrical product. In actual practices, these requirements and regulations (or codes) for safe use of electricity in the relevant industries shall be followed. General guide for safety of electric user 1 Scope This standard specifies basic requirements for safe use of electricity at different stages in the full life cycle of electrical equipment such as design, manufacturing, installation, use and maintenance, general principles for safe use of electricity in special locations and under environment conditions, and specific requirements for persons. This standard is applicable to various electrical equipment and electrical installations with rated AC voltage of 1 000 V or below, or DC voltage of 1 500 V or below. 2 Terms and definitions For the purposes of this standard, the following terms and definitions apply. 2.1 electrical equipment product or component that is suitable for electric energy application in terms of function and structure, including products related to power generation, transmission, distribution, storage, measurement, control, regulation, conversion, supervision, protection and consumption, as well as electrical equipment, electrical installation and electrical appliance in the communication technology field and those assembled by the aforesaid ones 2.2 electrical installation combination of electrical equipment for achieving a specific purpose and of mutual coordination characteristic [IEC 60050-826:2004, definition 826-10-01] 2.3 electric shock physiological effect arising from current flowing through human or animal body [GB/T 4776-2017, definition 2.1.3] 2.4 direct contact electric contact of person or animal with live part [GB/T 4776-2017, definition 2.1.16] 2.5 indirect contact electric contact of person or animal with exposed conductive part which have become live under fault conditions [GB/T 4776-2017, definition 2.1.17] 2.6 protective earthing one-point or multi-point earthing of system, device or equipment for the purpose of electrical safety [GB/T 4776-2017, definition 2.3.2.3] 2.7 class 0 equipment equipment that is protected against electric shock through basic insulation, that is, there is no connection between the accessible conductive part (if any) and the protective conductor in the fixed wiring of the equipment, and it is protected depending on the surrounding environment in case that the basic insulation is damaged [GB/T 4776-2017, definition 2.3.3.1] 2.8 class I equipment equipment that is protected against electric shock through both basic insulation and an additional safety measure, that is, the conductive part liable to electric shock is connected to the protective (earthed) conductor in the fixed wiring of the equipment, so that the accessible conductive part will not become live when the basic insulation fails [GB/T 4776-2017, definition 2.3.3.2] 3 Design of electrical product 3.1 Intrinsic safety requirements The electrical product will not do harm to persons, property and livestock under the following circumstances, including but not limited to: ——expected conditions of use; ——reasonably foreseeable misuse. 3.2 Safety protection measures In the cases where intrinsic safety requirements cannot be satisfied, safety protection measures shall be taken to achieve safe use of electricity in the following areas, including but not limited to: ——that are in direct or indirect contact with persons and may be dangerous; ——that have residual risk; ——that are subject to safety protection after risk assessment. 3.3 Information for use Information for use of electrical product is indicated on the nameplate, warnings, safety marks, instructions, etc., including but not limited to: ——production information; ——expected conditions of use; ——information about different stages of the full life cycle, such as safe installation, use and maintenance; ——warning information about residual risk or potential risk. 4 Manufacturing of electrical product Manufacturing of electrical product shall be in accordance with those specified in the corresponding product standards. The electrical product shall be provided with nameplate or marks as required, so as to meet the requirements for installation, use and maintenance. Relevant information about the electrical product shall be provided to the user. If the electrical product requires compulsory certification, it shall obtain the certificate or mark. The product not subject to compulsory certification shall have a valid type inspection report.
