本标准规定了用于校准辐射防护用中子测量仪器并确定其能量响应的中子参考辐射，能量范围从热能～20MeV。对中子能量为1MeV时，中子注量率达到1×109m-2·s-1，相当于剂量当量率达到100mSv·h-1。
本标准只涉及中子参考辐射的产生方法及其特性，ISO 8529-2和ISO 8529-3规定用这些参考辐射进行校准的方法。
GB/T 14055《中子参考辐射》的结构分为三个部分，本部分为GB/T 14055的第1部分，等同采用ISO 8529-1：2001《中子参考辐射击——第1部分：辐射特性和产生方法》（英文版）。
本部分代替GB/T 14055-1993《校准辐射防护用的中子测量仪表并确定其能量响应的中子参考辐射》。
本部分代替GB/T 14055-1993在技术内容上的主要差异有：
——标准名称改为《中子参考辐射 第1部分：辐射特性和产生方法》
——术语部分增加了吸收剂量、剂量当量、剂量当量率和活度的定义；
——删除了第5章中光中子源部分的内容。
