本导则适用于电厂汽轮机系统用作润滑和调速的矿物油，也适用于水轮机调相机及给水泵等电站其他设备方面所用的矿物汽轮机油。本导则的目的是为电厂设备操作人员评价油品在设备中的使用状况，做好油质监督维护工作提供指导。对油质评价的要求、油在使用中质量发生变化的原因及防止油质劣化的措施也作了必要的说明。本导则不适用于各种用作汽轮机润滑和调速的非矿物质的合成液体。
