本部分规定了光纤特性测量方法和试验程序的通用要求，包括测量和试验分类、测量和试验的标准大气条件、校准准则、试样制备等。本部分代替ＧＢ／Ｔ１５９７２．１－１９９８，《光纤总规范　第１部分：总则》。
本部分与ＧＢ／Ｔ１５９７２．１－１９９８相比主要变化如下：
———将题目由《光纤总规范　第１部分：总则》修改为《光纤试验方法规范　第１０部分：测量方法和试验程序———总则》；
———将原第２章和第３章标题更改为“规范性引用文件”和“术语和定义”，同时增加了一些内容；增加了第４章“测量和试验分类”、第５章“测量和试验标准大气条件”、第６章“校准准则”和第７章“基准试验方法”；删除了原第６章、第１０章和附录Ａ；增加了新的附录Ａ；
———将原第４章部分内容移到第８章的相应部分，删除了原４．２．１和４．３的内容；
———增加了表１，将原表１、表２改为表２、表３，并对原表２内容进行了较大的修改，增加了Ｂ５类非零色散单模光纤；
———将原第５章、第７章、第８章和第９章的相应内容移到第９章、第１０章、第１１章、第１２章表述。
