本文件规定了工业锅炉经济运行的基本要求、技术指标与综合评价。本文件适用于以煤、油、气、生物质为燃料或以电为热源，以水或有机热载体为介质的固定式锅炉：ａ)　0.1 MPa≤额定蒸汽压力＜3.8 MPa的蒸汽锅炉；ｂ)　额定出水压力≥0.1 MPa且额定热功率≥0.1 MW的热水锅炉；ｃ)　额定热功率≥0.1 MW的有机热载体锅炉。额定蒸汽压力≥3.8 MPa的非发电蒸汽锅炉参照执行。
