Terminology for Civil Aviation Passenger Transport
1 Scope
This document defines the terminology related to passenger transport operations in the field of civil aviation.
This document is applicable to the transport management, services, scientific research, and teaching of public air passenger transport operations.

3 Basic General Terms
3.1
civil aviation
All aviation activities using various types of aircraft, excluding state aviation activities such as those for defense, police, and customs.
3.2
civil air transport
Aviation activities using civil aircraft to perform scheduled or non-scheduled flights for the carriage of passengers, baggage, mail, or cargo.
3.3
domestic air transport
Air transport where, according to the air transport contract concluded between the parties, the place of departure, the agreed stopping place, and the place of destination are all within the territory of the same country.
3.4
international air transport
Air transport where, according to the air transport contract concluded between the parties, regardless of whether there is an interruption in the transport or a transshipment, the place of departure, the place of destination, or one of the agreed stopping places is not within the territory of the same country.
3.5
commercial air transport
Air transport engaged in the carriage of passengers, air cargo, or mail for remuneration or hire.
3.6
free air transport
Air transport that carries passengers or baggage using civil aircraft without collecting a fare (excluding taxes and fees).
NOTE: Includes, but is not limited to, free passenger transport provided for reasons such as courtesy, marketing promotions, employee personal or business travel, frequent flyer rewards, etc.
3.7
public air transport
The transport of passengers, baggage, mail, or cargo operated by a corporate enterprise legally authorized to use civil aircraft for the purpose of making a profit, using civil aircraft.
NOTE: Includes free transport arranged by public air transport enterprises using civil aircraft.
3.8
public air transport passenger service
The service provided by a carrier using civil aircraft to transport passengers from the airport of departure to the airport of destination.
3.9
charter flight
A situation where a carrier enters into a contract with an individual or legal entity, which purchases the right to use the entire aircraft (or part of its capacity) during a specific period.
3.10
change of charter contract
The act of changing the contract content or canceling the charter flight after signing a contract for the purchase of the right to use the entire aircraft (or part of its capacity) during a specific period.
3.11
chartered air transport
Transport carried out according to a contract signed between a carrier and an individual or legal entity, which purchases the right to use the entire aircraft (or part of its capacity) during a specific period.
3.12
conjunction transport
Transport under a single contract, performed jointly by two or more carriers.
3.13
airplane
A power-driven, heavier-than-air aircraft, deriving its lift in flight chiefly from aerodynamic reactions on surfaces which remain fixed under given conditions of flight.
3.14
airport
A defined area on land or water (including any buildings, installations, and equipment) intended to be used either wholly or in part for the arrival, departure, and surface movement of aircraft.
3.15
flight
A transport operation performed by an aircraft using the same flight number according to a specified route.
NOTE: According to different mission types, it is divided into scheduled flights, extra sections, charters, special flights, and others. Scheduled flights and extra sections are regular flights, while charters, special flights, and others are non-regular flights.

segment

air transport enterprise

airline
An enterprise engaged in providing scheduled or non-scheduled air transport services to passengers.
NOTE: The legal entity name of an air transport enterprise.

carrier
The airline that issues the ticket, actually performs the carriage, or contracts to carry the passenger and their baggage.

traffic rights
Transit rights and transport operating rights in international air transport.
3.23
ticket
The transport document issued by the carrier or an authorized agent of the carrier.
NOTE: Includes the conditions of contract, notices, and statements.

baggage

general conditions of carriage
