本标准是将正在编制的国家标准《农田低压输水管道质量检验评定规范》与经过扩充修改后的水利行业标准《低压管道输水灌溉工程技术规范（井灌区部分）》（SL/T 153-1995）合二为一而制定的。
本标准规定了农田低压管道输水灌溉工程的规划、设计、管材与设备的选择和安装、工程施工、验收、运行及维护等的技术要求。
本标准界定了农田低压管道输水灌溉工程使用的术语。
本标准适用于井灌区以及泵站扬水灌区和丘陵山区自流灌区中，每个系统控制面积不大于80hm2的农田低压管道输水灌溉工程的建设与管理。系统控制面积大于80hm2的工程可参照执行。
