本标准规定了利用烟火装置功能的救生设备的制造试验、检验、一致性评估程序和标识要求。本标准适用于已按照国际海事组织（IMO）救生设备试验建议进行评估和试验，经海事主管机关根据IMO 国际救生设备规则（LSA）要求型式认可，可在符合1974年国际海上人命安全公约（经修订的）要求的船舶上使用的产品。其基本原则可适用于按IMO公约以外要求的生产的烟火救生设备，但本标准仅直接适用于包含特殊要求的产品。
