Maturity assessment method of intelligent manufacturing capability 1 Scope This standard specifies the assessment content, process and method of the maturity of intelligent manufacturing capability. This standard is applicable to manufacturing enterprises, intelligent manufacturing system solution providers and third parties to conduct maturity assessment activities of intelligent manufacturing capability. 2 Normative references The following referenced document is indispensable for the application of this standard. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced documents (including any amendments) applies. GB/T 39116-2020 Maturity model of intelligent manufacturing capability 3 Terms and definitions For the purposes of this document, the terms and definitions given in GB/T 39116-2020 and the following apply. 3.1 assessment domain the set of core clauses for maturity assessment of intelligent manufacturing capability 3.2 assessment criteria the set of policies, procedures or requirements used as a reference against which objective evidence is compared Note: This is a modified definition of 3.2 in GB/T 19011-2013. 3.3 assessment findings the results of assessment of the collected evidence against assessment criteria Note: This is a modified definition of 3.4 in GB/T 19011-2013. 4 Contents of assessment The assessment domain shall be determined according to the business activities of the object to be assessed based on the requirements of GB/T 39116-2020. The assessment domain shall cover all the four capability elements at the same time: personnel, technology, resources and manufacturing. Domains and subdomains of personnel, technical and resource capability elements are required and can not be cut. For manufacturing elements, the production capacity domain can not be cut, while the other capacity domains can. This standard gives the assessment domains for repetitive and discrete manufacturing enterprises, as shown in Table 1 and Table 2. 5 Assessment process 5.1 Assessment procedure The maturity assessment procedure of intelligent manufacturing capability includes pre-assessment, formal assessment, release of on-site assessment results and improvement, as shown in Figure 1. Figure 1 Maturity assessment procedure of intelligent manufacturing capability 5.2 Pre-assessment 5.2.1 Accepting assessment application The appraiser determines in a comprehensive manner whether to accept the assessment application from the appraised party, by reviewing the application documents submitted, and factors affecting the appraised activities including the assessment scope and level applied by the appraised party, and determining whether the party’s operation complies with relevant laws and regulations, whether the party’s activities are related to intelligent manufacturing. The appraised party shall select the assessment domain matching with its own business activities. Note: Please refer to Clause 4 for determining assessment domains. 5.2.2 Setting up assessment team Organize an experienced, trained and competent assessment team to carry out on-site assessment activities, which shall include a team leader and an odd number of assessment team members. Assessment team members shall be responsible for: a) complying with the corresponding assessment requirements; b) mastering the assessment principles, procedures and methods; c) carrying out assessment with respect to the schedule; d) giving priority to important issues; e) collecting assessment evidence through effective interview, observation, review of documents and records, and data collection; f) confirming the adequacy and suitability of the assessment evidence to support the assessment findings and conclusions; g) documenting the assessment findings and preparing an appropriate assessment report; h) maintaining the confidentiality and security of information, data, documents and records; i) identifying various assessment related risks. The assessment team leader shall perform, together with the duties of the assessment team members, the following ones: a) preparing the assessment plan; b) being responsible for the implementation of the whole assessment activities; c) training the team members on assessment methods before implementing the formal assessment; d) evaluating the assessment team members in an objective manner; e) making a final decision on the assessment results; f) reporting the assessment findings, including strengths, weaknesses and improvements, to the assessed party; and g) releasing the on-site assessment conclusion at the end of the assessment activity. 5.2.3 Preparing an assessment plan The maturity assessment of intelligent manufacturing capability is divided into two stages: on-site pre-assessment and formal assessment. Before any assessment, the pre-assessment plan and formal assessment plan shall be prepared by the appraiser and confirmed with the assessed party. The assessment plan shall at least include assessment purpose, scope, tasks, date, personnel, schedule, etc. 5.2.4 On-site pre-assessment Based on the needs of the assessed party, the assessment team shall: a) acquaint themselves with the basic intelligent manufacturing situation of the assessed party; b) acquaint themselves with the direct or indirect evidence provided by the assessed party; c) determine the assessment domains of the assessed party and weights of the domains; and d) determine the feasibility of the formal assessment. 5.3 Formal assessment 5.3.1 First meeting The purpose of the first meeting is to: a) confirm that relevant parties have reached an agreement on the arrangement of the assessment plan; b) introduce the appraisers; and c) ensure that the planned assessment activities are implementable. The content of the meeting shall at least include matters that need to be communicated in advance. E.g. explanation of the assessment purpose, introduction of the assessment method, and determination of the assessment schedule.
