Foreword This document is drafted in accordance with the provisions of GB/T 1.1-202 "Guidelines for standardization work Part 1: Structure and drafting rules of standardization documents". This document is Part 1 of GB/T 4233 "Code for Safety Assessment of Urban Rail Transit Operations". GB/T 42334 has been published in the following parts. Part 1:Subway and Light Rail. Please note that some of the contents of this document may involve patents. The issuer of this document does not assume responsibility for identifying patents. This document is presented by the Ministry of Transport of the People's Republic of China. This document is attributed to the National Technical Committee for Standardization of Urban Passenger Transportation (SAC/T C529). Introduction Urban rail transit operation safety assessment is an important means to ensure the safety of urban rail transit operation. GB/T 42334 is intended to establish the technical basis for safety assessment of different systems of urban rail transit and is composed of three parts. Part 1: Subway and light rail. The purpose is to specify the basic technical requirements for the operational safety of metro and light rail urban rail transit systems, and to give test methods to support the development of operational safety assessment. Part 2: Monorail. The purpose is to specify the basic technical requirements for the operation safety of single-track urban rail transit, to give test methods, to support the development of operational safety assessment. Part 3: tram. The purpose is to specify the basic technical requirements of tram-type urban rail transit operation safety, to give test methods, to support the development of operational safety assessment. 1 Scope This document specifies the basic requirements for the initial pre-operation safety assessment, formal pre-operation safety assessment and safety assessment during operation of metro and light rail projects. This document applies to the initial pre-operational safety assessment, formal pre-operational safety assessment and operational safety assessment of metro and light rail projects. 2 Normative references There are no normative references in this document. 3Terms and definitions The following terms and definitions are applicable to this document. 4 Initial pre-operational safety assessment 4.1 Prerequisites 4.1.1 System interconnection should be completed before the trial operation. The trial run shall last for not less than 3 months, of which more than 20d shall be continuously organized according to the train operation chart at the time of operation, and the key indicators (calculated according to the method in Appendix A) shall meet the following requirements. a) The train operation chart fulfillment rate is not less than 98.5%. 6) The train punctuality rate is not less than 98%. Train service reliability is not less than 25,000 km/time:c d) The failure rate of the train out of the main line operation is not higher than 0.5 times / 10,000 train kilometers. Vehicle system failure rate is not higher than 5 times / 10,000 train kilometers:e Signal system failure rate is not higher than 1 time / 10,000 km. The failure rate of power supply system is not higher than 0.2 times / 10,000 train kilometers:p h) The failure rate of platform door is not higher than 1 time / 10,000 times. 4.1.2 The extension project should be operated in accordance with the full line of the trial run, in addition to the power supply system failure rate, platform door failure rate according to the extension section statistics, the rest of the key indicators should be calculated according to the full line. 4.1.3 should have a trial run report, including the basic situation of the trial run organization, the operation of the main facilities and equipment during the trial run and related data records, facilities and equipment operation Safety and reliability analysis, and rectification of problems found during the trial run. 5 formal pre-operational safety assessment 5.1 Prerequisites 5.1.1 Initial operation procedures in accordance with the law, the initial operation for at least one year. 5.1.2 The rectification issues raised in the safety assessment before the initial operation that need to be completed during the initial operation have all been rectified and completed. During the initial operation, the civil engineering, facilities and equipment, and system integration are in good operating condition, and the problems or safety hazards found are dealt with. 5.1.3 Within one year before the formal operation of the safety assessment, no train derailment, train conflict, train collision, collapse of bridge and tunnel structures, death of personnel, continuous interruption of traffic for more than 2h (inclusive) and other operational hazards have occurred. 5.1.4 all dumping projects completed and passed acceptance, according to the provisions of the safety assessment and put into use. Restricted by objective conditions can not be completed, should complete the design change procedures. 6 Safety assessment during operation 6.1 Networked operation 6.1.1 network operation safety assessment shall include line network control center function assessment, line network emergency response capability assessment, interchange station passenger flow matching assessment. 6.1.2 The requirements and methods of the line network control center function assessment are as follows. On-site inspection of the line network control center operating status monitoring function, can be continuous monitoring and management of traffic, passenger flow, equipment operation and major faults, passenger video a) information, etc. 24h. 6.1.3 check the operation organization and coordination records, pre-determined surface passenger flow full rate or station capacity exceeds the warning value, the line operation control center should apply to the line network control center for neighboring stations to implement line network-level passenger flow control measures, including but not limited to the temporary closure of interchange channels or reduce the interchange channel through capacity, one-way open or temporary closure of the exit population. Check the emergency dispatching command records, a single line in the line network interruption of traffic, extended interval, closed part of the car 6 stations and other large failure to reduce transport capacity and service levels, the line operation control center shall apply to the line network control center or line network control center directly to the neighboring lines to control the flow of passengers into the faulty line to reduce the safety risks of adjustment measures, including but not limited to the neighboring lines on The downstream trains do not arrive at the same time at the interchange, the downstream trains on the neighboring line do not stop at the interchange or reduce the number of trains on the neighboring line, etc. On-site inspection of the line network control center emergency information release function, when the release conditions corresponding to the release level to require other lines or line network with the release of information, the line network control center is responsible for coordinating the release of emergency information for passengers or the line network control center will be authorized to release emergency information to the affected relevant line operation control center county body implementation. Check the external liaison and contact records or joint emergency drill records, should be established and transportation, public security, meteorology, health, power supply, communications and other departments or units of liaison work mechanism, liaison work mechanism to operate effectively. Appendix A (normative) index calculation method A.1 Train operating chart fulfillment rate A.1.1 Definition The ratio of the actual number of trains operated to the number of trains scheduled in the train operation chart during the statistical period, excluding the number of additional trains operated temporarily.
