3.1 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 44692.1 and the following apply.
3.1.1 performance indicator of equipment integrity management
Operational performance indicators derived from the decomposition of equipment integrity management objectives at various levels, used to measure the effectiveness of equipment integrity management activities.
3.1.2 the rule of DMAIC
The operational method of Six Sigma management, comprising the five phases of Define, Measure, Analyse, Improve and Control.
3.2 Abbreviations
The following abbreviations apply to this document.
LIMS: Laboratory Information Management System
4 Principles for setting performance indicators
4.1 General principles
4.1.1 Hazardous chemical enterprises (hereinafter referred to as "enterprises") shall, in accordance with GB/T 44692.1, establish a management procedure for equipment integrity management performance, determine the principles for setting performance indicators, set performance indicators for each level and each specialty, carry out the decomposition and implementation of performance indicators, and regularly conduct statistics and analysis of the implementation status of performance indicators on a monthly and annual basis, so as to achieve closedloop management of the entire process of performance indicators.
4.1.2 The setting of performance indicators for equipment integrity management generally follows the following principles:
a) Scientific, systematic, accurate, reasonable, quantifiable and operable;
b) Hierarchical control, dynamic adjustment and continuous optimisation;
c) Reliable data, automatic collection and automatic calculation;
d) Using the installation as the basic unit, capable of measuring performance at different levels.
4.1.3 Enterprises shall develop quantifiable performance indicators for equipment integrity management based on their equipment integrity management objectives, their own equipment management characteristics, equipment risk analysis results and relevant regulatory and standard requirements. The performance indicators shall cover the requirements for equipment safety, reliability, technology and economy, and shall set differentiated indicators in combination with equipment risk levels (e.g., highrisk equipment, highconsequence area equipment). The setting of performance indicators shall reflect advancement, rationality, systematicity and operability, ensuring that they can effectively measure management effectiveness.
4.1.4 Enterprises shall regularly conduct assessments of their equipment integrity management performance indicators. When changes in equipment processes, regulatory updates or accident cases occur, indicator optimisation shall generally be completed within 3 months. By collecting and analysing performance data, monitoring the implementation results of performance indicators, and thoroughly analysing and evaluating the suitability, adequacy and effectiveness of the operation of the equipment integrity management system, an objective basis shall be provided for the continuous improvement of equipment integrity management.
4.1.5 The performance indicators for equipment integrity management shall be able to guide the management of equipment ageing in enterprises. In accordance with the management and monitoring requirements for the equipment ageing process specified in GB/T 44692.1 and GB/T 44692.2, ageing assessments, monitoring and remediation of installations or equipment shall be carried out in a timely manner to ensure that relevant risks are controlled.
4.1.6 The performance indicators for equipment integrity management shall be able to guide the management of fixed asset depreciation in enterprises. Enterprises shall regularly assess the economic service life and current management status of equipment assets, and adjust equipment depreciation periods in a timely manner, so as to provide technical support for equipment economic integrity management.
4.1.7 The fundamental purpose of performance indicators for equipment integrity management is to evaluate the suitability, adequacy and effectiveness of the equipment integrity management system, drive the continuous improvement of the management system and equipment management practices, achieve quantitative assessment of equipment management performance, ensure that the management system operates in accordance with the PDCA cycle, and play a positive management guiding role.
4.2 Specific content
4.2.1 Enterprises shall establish and maintain a management procedure for equipment integrity management performance, clearly specifying the management requirements and control measures for the stages of formulation, decomposition, operation, supervision, inspection, analysis and optimisation adjustment of performance indicators. The specific matters are as follows:
a) Annual planning and decomposition: At the beginning of each year, based on the enterprise's strategic objectives, equipment integrity policy and the performance review results of the previous year, issue the performance indicators (including target values) for equipment integrity for the current year, and decompose the indicators level by level;
b) Monthly monitoring and assessment: On a monthly basis, based on the collected performance indicator data, conduct supervision, inspection, statistical analysis and assessment of the operation status of the equipment performance indicators, and assess the completion status of the indicators;
c) Annual review and optimisation: At the end of each year, organise a summary and review of the operation status, target achievement and management effectiveness of the equipment performance indicators for the whole year, propose improvement measures, and optimise and adjust the setting, target values and operational control methods of the equipment performance indicators for the following year.
4.2.2 The composition and requirements of the performance indicators shall cover key equipment characteristic indicators, the execution progress of key tasks and plans, and the achievement of objectives. They shall involve not only fires, explosions, leaks, personal injuries and unplanned shutdowns caused by equipment failures, but also equipment safety, reliability, efficiency, cost and energy efficiency. Enterprises shall set annual target values for performance indicators and establish effective monitoring mechanisms.
