4 Basic requirements
4.1
Enterprises that produce, store and operate hazardous chemicals (with storage facilities) (hereinafter referred to as enterprises) should establish a dual prevention mechanism of safety risk classification management and control and hidden danger investigation and management, and ensure that the residual risks in the production process are in an acceptable state by implementing risk assessment, risk control and risk dynamic monitoring in accordance with the basic requirements of GB/T 24353 and GB/T 27921. The basic safety risk management and control procedures shall comply with the provisions of Annex A.

4 Basic requirements
4.1
Enterprises that produce, store and operate hazardous chemicals (with storage facilities) (hereinafter referred to as enterprises) should establish a dual prevention mechanism of safety risk classification management and control and hidden danger investigation and management, and ensure that the residual risks in the production process are in an acceptable state by implementing risk assessment, risk control and risk dynamic monitoring in accordance with the basic requirements of GB/T 24353 and GB/T 27921. The basic safety risk management and control procedures shall comply with the provisions of Annex A.
