1 Scope
This document specifies the assessment requirements for green cement products and describes the assessment methods.
This document applies to the green product assessment of Portland cement clinker and ordinary Portland cement.

For the purposes of this document, the terms and definitions given in GB/T 4131, GB/T 21372, and GB/T 33761 apply.
4 Assessment Requirements
4.1 Basic Requirements
4.1.1 Production enterprises shall comply with the requirements of the cement industry access conditions. The performance of Portland cement clinker products shall comply with the requirements of GB/T 21372, and the performance of ordinary Portland cement products shall comply with the requirements of GB 175.
4.1.2 Pollutant emissions from production enterprises shall comply with national and local pollutant emission standards such as GB 4915 and GB 8978. Pollutant emissions shall meet the requirements of national and local total pollutant emission control targets, and the production enterprise shall have had no major or above safety incidents or major or above environmental pollution incidents in the past three years.
4.1.3 Pollutant emissions from cement kiln co-processing of solid waste shall comply with the requirements of GB 30485 and HJ 662, and the leachable heavy metal content in cement clinker shall comply with the requirements of GB/T 30760.
4.1.4 Production enterprises shall establish and effectively operate a quality management system, environmental management system, occupational health and safety management system, and energy management system in accordance with GB/T 19001, GB/T 24001, GB/T 45001, and GB/T 23331.
4.1.5 Production enterprises shall be equipped with energy measuring instruments in accordance with GB 17167 and GB/T 35461, equipped with water measuring instruments in accordance with GB/T 24789, and shall be equipped with pollutant detection and online monitoring equipment.
4.1.6 The collection, storage, and disposal of general solid waste shall comply with the relevant provisions of GB 18599. The storage of hazardous waste shall comply with the relevant provisions of GB 18597. General industrial solid waste that cannot be disposed of by the factory shall be transferred to a processing facility with appropriate capacity for treatment. Hazardous waste shall be transferred to a processing facility with a hazardous waste operating license for treatment, and a traceability mechanism for disposal and transfer shall be established.
4.2 Assessment Indicator Requirements
The assessment indicators consist of primary indicators and secondary indicators. The primary indicators include resource attributes, energy attributes, environmental attributes, quality attributes, and low-carbon attributes. The assessment indicators for green cement products shall meet the requirements of Table 1.
