1 Scope
This document specifies the general requirements, manufacturing inspection, periodic inspection, accessory verification, inspection records and inspection conclusions, inspection reports and inspection certificates for metal atmospheric pressure tanks of road tank vehicles for transport of liquid dangerous goods.
This document applies to manufacturing inspection, periodic inspection and accessory verification of metal atmospheric pressure tanks (including connected pipelines and accessories) of road tank vehicles for transport of liquid dangerous goods carried out by inspection bodies.
NOTE: Where no confusion is caused, "metal atmospheric pressure tanks of road tank vehicles for transport of liquid dangerous goods" in this document is referred to simply as "tank".

3 Terms and Definitions
For the purposes of this document, the terms and definitions given in GB 18564.1 and the following apply.
3.1 volume
The maximum volume of water that the tank can hold at room temperature.

3.2 tank-compatible substances
A general term for dangerous goods that can be loaded in compliance with the requirements of tank design, material, structure, temperature and pressure rating, lining and sealing materials, etc.
3.3 manufacturing inspection
A conformity verification activity carried out by an inspection body on a tank before it officially leaves the factory, to determine that the tank meets the basic safety requirements.
3.4 periodic inspection
A conformity verification activity carried out by an inspection body at specified time intervals on the technical condition of an in-service tank and its connected pipelines and accessories.
4 General Requirements
4.1 Inspection Categories and Inspection Intervals
4.1.1 Tank inspection is mainly divided into manufacturing inspection and periodic inspection.
4.1.2 Before leaving the factory, the tank shall pass the manufacturing inspection and obtain a manufacturing inspection certificate for the tank.
4.1.3 One year after obtaining the manufacturing inspection certificate, the tank shall undergo a periodic inspection and obtain a periodic inspection certificate before continuing to be used. If more than one year has passed since obtaining the manufacturing inspection certificate and the tank has not been put into transport service, it shall undergo one periodic inspection before being put into service, and obtain a periodic inspection certificate.
4.1.4 The interval between periodic inspections of the tank shall not exceed 2 years. Accessory verification shall be carried out annually; in the year when a periodic inspection is performed, accessory verification shall not be repeated.
4.1.5 The next periodic inspection date shall be determined based on the results of the periodic inspection, accessory verification and the handling of defects and issues.
4.1.6 For tanks with the following conditions, the inspection interval shall be shortened depending on the severity of the problems found during inspection. The shortened periodic inspection interval shall generally not exceed 1 year:
—— Pressure relief devices and vacuum relief valves have not passed inspection or are used beyond their service life;
—— Abnormal corrosion of the tank;
—— Remaining wall thickness is insufficient for 2 years of use;
—— Cracking has occurred in the tank or non-metallic lining;
—— Material degradation of the tank or non-metallic lining.
4.1.7 Tanks with the following conditions shall be put into service only after passing a periodic inspection:
—— Reintroduction to service after being out of service for 1 year or more;
—— An accident has occurred that may have changed the safety condition of the tank.
4.2 Requirements for Inspection Places and Personnel/Equipment
4.2.1 Inspection bodies shall have appropriate resources (including places, equipment, facilities, personnel) and inspection capabilities, as well as a sound quality management system, commensurate with the tank inspection work.
4.2.2 Tank inspection shall be carried out in places with appropriate conditions. Manufacturing inspection shall be carried out at the tank manufacturing unit. Periodic inspection and accessory verification shall be carried out at fixed inspection places. The specific address where the inspection is carried out shall be indicated on the inspection report.
4.2.3 Inspection bodies shall make the information of their fixed inspection places available to the public. Fixed inspection places shall meet the following requirements:
—— They shall be equipped with relatively independent office areas, inspection areas and waiting areas;
—— The inspection area shall be equipped with video capture devices covering the inspection stations, to record the inspection and testing process, and the video shall be retained for at least 2 years;
