1 General Principles 1.0.1 This standard was formulated with a view to the rational utilization of water resources, management strengthening of urban water supply, promotion of reasonable use of water by urban residents, water saving, assurance of sustainable utilization of water resources and scientific development of price of domestic water. 1.0.2 This standard is applicable to determination of the domestic water consumption index of urban residents. When the local criteria of domestic water quantity of urban residents are developed, the requirements of this standard shall be met. 1.0.3 The determination of domestic water consumption index of urban residents shall not only comply with the requirements of this standard, but also comply with those in the current relevant ones of the nation.
