1.0.1 This Standard is stipulated to improve the performance of residential buildings, promote the modernization of the residential building industry, insure the rights and interests of consumers, and to unify the indices and methods of assessing the performance of residential buildings.
1.0.2 The residential construction shall conform to national laws and codes, correctly treat the relationship hereof with town planning, environmental protection, personal safety and health, popularize new technologies, new materials, new products and new processes designed for energy saving, water saving, land saving, material saving and pollution prevention and realize the unification of economic benefit, social benefit and environmental benefit according to the guideline of sustainable development.
1.0.3 This Standard applies the judging and assessment on the performance of newly built and rebuilt residential buildings in towns.
1.0.4 This Standard divides the performance of residential buildings into five aspects including applicability, environment, economy, safety and durability. Each performance is scored by its significance and content and the score is the base for assessing the performance of residential buildings.
1.0.5 According to assessment score, the performance of residential buildings can be divided into two grades, namely, Grade A and Grade B, where Grade A is referred to as the residential buildings with favorable performance and conforming to current national standards and Grade B, as residential buildings conforming to current national mandatory standards but with performance inferior to that of Grade A. Grade A residential buildings can be divided by score in to three classes, namely, Class 1A, Class 2A and Class 3A from low to top.
1.0.6 The residential applying for performance assessment shall conform to current national mandatory standards.
1.0.7 Besides this Standard, the performance assessment of residential buildings also shall conform to current national standards concerned.
