1 General provisions 1.0.1 This standard is formulated to unify petrochemical industry construction project design energy consumption (hereinafter referred to as "energy consumption " ) 1.0.2 This standard is applicable to modification works design energy consumption calculation and project putting into production acceptance of the whole plant and device of refinery, petrochemical plant, fertilizer plant, chemical fiber factory with petroleum, natural gas and its product as materials. 1.0.3 Design energy consumption calculation of petrochemical industry shall meet the provisions of relevant current standards while be in accordance with this standard. 2 Terminology 2.0.1 Energy transfer medium Energy bearing medium consuming energy during making, but it is not used as raw material during the production run. 2.0.2 Equivalent coefficient of primary energy consumption Convert certain amount of prime energy and a quantity of electricity and prime energy consumed by energy consuming actuating medium into reference fuel ; 2.0.3 Specified equivalent coefficient of primary energy consumption Energy referred value determined according to petrochemical industry average energy consumption analysis in China. 2.0.4 Estimated equivalent coefficient of primary energy consumption Energy referred value calculated by design information. 2.0.5 Actual equivalent coefficient of primary energy consumption Energy referred value from enterprise production actual computation 2.0.6 Energy consumption Sum of energy-consumed medium and fuel consumed during the production run and the prime energy quantity converted according to stipulated calculation method and unit. 2.0.7 Unit energy consumption Energy consuming system process unit raw material or energy consumption of qualified product of production organization 2.0.8 Design energy consumption Energy consumption calculated according to fuel, electricity and energy-consumed medium design consumption. 2.0.9 Practical energy consumption Energy consumption actually calculated according to fuel, electricity and energy-consumed medium design consumption. 3 General provisions 3.0.1 Energy consumption shall be calculated according to prime energy consumption; energy consumption unit should be kg reference oil or ton 1 kg reference oil (lower calorific value is 41.868MJ) energy consumption statistic data reported to the central and local government shall be in tons of standard coal. 3.0.2 Raw material of oil refining, petrochemical industry, chemical fiber factory ( device ) shall not be counted as energy consumption; fertilizer plant ( device ) raw material shall be counted as energy consumption. 3.0.3 Unit raw material or unit qualified product should be used as reference count which can also by counted by referring to unit time. 3.0.4 Design energy consumption shall be calculated according to normal operation. Energy consumption of start working, work stoppage, accident, fire fighting and temporary sweeping shall not be counted as energy consumption. Interruption consumption or output shall be converted into mean value during regular production then count them as energy consumption. 3.0.5 Wastewater and gas medium caused by compressed air ,oxygen ,nitrogen ,carbon dioxide in production process shall be counted as energy consumption. 3.0.6 Design energy referred value or actual energy conversion value should be adopted; energy referred value also be adopted; adopt unified energy referred value in device energy consumption calculation. 3.0.7 Actually measured energy consumption should be adopted in assessment of design energy consumption. 3.0.8 Unified energy referred value of fuel, electricity and energy-consumed medium shall refer to table 3.0.8. The commutative heat quantity between energy consuming systems shall refer to 4.2.3 to count the energy consumption.
