本标准给出可信性大纲的要素，并对如何选择工作项目以使产品达到规定的可信性要求提供指南。它与GB/T 19004.1相互引用并是GB/T 19004.1的补充，对硬件和包含软件的系统都适用。本标准对可信性大纲的各个要素进行说明，给出了与各个工作项目有关的IEC 300-3中的应用导则和关于可信性管理的其他IEC标准，但不包括实现这些工作项目所需的详细应用程序。本标准的编写方式主要针对提供产品和维修服务的供方与顾客双方之间的关系。产品的零部件可由供方通过其他渠道（如通过分包的方式）采购。在有必要加以澄清时使用“一级供方”（与顾客有直接关系）和“二级供方”（分供方，与一级供方有直接关系）的名称。产品的实际用户（最终用户）可能是顾客本身也可能是第三方。
