本标准规定了手工测量储罐内石油和石油产品温度的方法、步骤和设备。本标准规定优先选用４．１中给出的便携式电子温度计测量温度，同时也可以使用其他方法。 本标准修改采用ＩＳＯ４２６８：２０００ 《石油和液体石油产品温度测量———手工法》（英文版），同时也参照采用了《美国石油计量标准手册　第７章———温度测量》的技术内容。 本标准根据ＩＳＯ４２６８：２０００重新起草。 本标准代替ＧＢ／Ｔ８９２７—１９８８《石油和液体石油产品温度测量法》。
本标准与ＧＢ／Ｔ８９２７—１９８８相比的主要变化表现在以下几个方面：
———参照标准由ＡＰＩ２５４３《石油和液体石油产品温度测量法》变为ＩＳＯ４２６８《石油和液体石油产品温度测量———手工法》；
———技术内容包括测温仪器、技术规格、仪器检验、测量方法、测量工况等更详实具体；
———将便携式电子温度计作为首选温度计测量油品温度；
———固定式平均温度计测量油品温度和管线手工测温不再作为本标准的内容；
———补充了用便携式电子温度计检验固定式温度计的技术内容；
———调整了油罐内油品的测温位置及其选择方式；
———提高了测温仪器的分辨力和准确度，改进了平均温度的计算方法，计算结果准确至０．１℃。
