本规定适用于高度大于10m，且高度与直径之比大于5的裙座自支承立式钢制塔器。本规定不适用于带有拉牵装置、带有砖板等非金属衬里及带有有色金属衬里的塔器。本规定是结合化工和石油化工塔式容器设计的具体情况，对JB4710-1998《钢制塔式容器》的补充和具体化。
