本规则适用于冷却水系统因结垢、锈蚀和生物污垢等水质障碍而致使水冷却设备热交换效率下降，影响生产产量、质量时，生产装置在正常运行情况下，对冷却水系统进行化学清洗、预膜，特别适用于长
期运行而无法停车检修的冷却水系统的清洗，解除垢、锈、生物污垢等障碍，达到改善或基本恢复热交换设备的传热效率;也适用于新建或大检修后冷却水系统开、停车化学清洗;以及大、中型中央空调运行中不停车化学清洗、预膜。预膜处理还适用于冷却水系统低pH事故后的补膜处理。
