本标准适用于一般低压电器电量监控器和基于现场总线的电量监控器，该监控器一般能检测电压、电流、有功功率、无功功率、功率因数、频率等参数，也可附带开关量输入和开关量输出，通过开关量输出实现某种保护或控制功能，可作为监控模块与低压电器配合使用，使不带智能控制的低压电器具有智能控制和网络控制功能。本标准适用于参比频率为50Hz(60Hz)的监控器。本标准不适用于：―接线端电压超过600V（多相监控器的对线电压）；―便携式监控器。本标准规定了监控器的功能、技术要求、试验方法、检验规则等。
