1 General Provisions
1.0.1 This standard is formulated with a view to promoting the work safety for construction company and ensuring that the construction company has necessary condition and capacity of work safety.
1.0.2 This standard is applicable to the assessment on condition and capacity of work safety for the construction company.
1.0.3 The work safety assessment for construction company shall not only implement the requirements of this standard, but also comply with those in the current relevant ones of the Nation.
2 Terms
2.0.1 Construction company
It refers to the enterprise that engaged in civil works, construction engineering, route pipeline and equipment installation engineering as well as decoration engineering.
2.0.2 Work safety
This refers to all kinds of measures and activities taken for preventing against accidents in the production process.
2.0.3 Condition of work safety
This refers to all kinds of factors that are required to meet the work safety and their combinations.
2.0.4 Verify
This refers to the rechecking and reviewing for the ordinary state of the work safety management for the construction site according to the routine supervising and inspecting records and other information from the construction administration department, security supervision organization or other relevant organizations.
2.0.5 Hazard
It refers to the source or state that may result in death, injury, occupational disease, property loss and working environment destruction or these combined conditions.
3 Assessment Content
3.1 Assessment on Work Safety Management
3.1.1 The condition of work safety for the construction company shall be examined on five contents such as work safety management, safety technology Management, equipment and facility management, company market behavior and safety management of construction site, and the examination and assessment shall be implemented concretely according to those specified in Appendix A of this standard.
3.1.2 Each examination content shall be assessed according to the quantification scoring criteria of assessed item and its importance in score chart form and in quantization way.
3.1.3 The assessment on work safety management shall focus on the examination of the establishment and implementation conditions of the safety management system, its content shall include six assessment items such as work safety responsibility system, safe and civilized financial safeguard system, safety education training system, safety inspection and hidden danger investigation system, work safety accident report and treatment system and work safety emergency rescue system.
3.1.4 The assessment on the examination of work safety responsibility system for construction company shall meet the following requirements:
1 If the work safety responsibility system, namely, level-by-level responsibility system for each department and all kinds of personnel with the enterprise legal person as the core, is not established, then this assessment item shall not be scored;
2 If the system for examination of implementation conditions of the work safety responsibility for each department and personnel at all-levels is not established and the implementation conditions are not inspected, then this assessment item shall not be scored;
3 If the work safety management by objectives is unexecuted, the annual work safety objective planning is not formulated, the responsibility and responsible person are not acknowledged and the examination is not done, then this assessment item shall not be scored;
4 The reduction score shall be assessed according to specific conditions for the content and implementation of the responsibility system and management by objectives.
3.1.5 The assessment on the examination of safe and civilized financial safeguard system for construction company shall meet the following requirements:
1 If the system is not established, the budget and final settlement for the funds corresponding to the size of construction of this company is not conducted annually, and the specific fund is not for specific purpose, then this assessment item shall not be scored;
2 If the responsibility departments or responsible person for the application, supervision and examination of the work safety and civilized construction funds are not defined, then the reduction score shall be assessed according to specific conditions.
3.1.6 The assessment on the examination of safety education training system for construction company shall meet the following requirements:
1 If the system is not established and the continuing education is not organized for main responsible persons, project manager, security professional personnel and other administrative personnel of the company annually, then this assessment item shall not be scored;
2 The reduction score shall be assessed according to specific conditions for the development of annual safety education plan of the company, the administration of staff training and education archives and the safety education for all kinds of personnel.
3.1.7 The assessment on the examination of safety inspection and hidden danger investigation system for construction company shall meet the following requirements:
1 If the system is not established and the regular and irregular safety inspection are not organized for the construction site, back station and base that belongs to the company, then this assessment item shall not be scored;
2 The reduction score shall be assessed according to specific conditions for the rectifying and reforming, investigation and treatment of the hidden danger.
3.1.8 The assessment on the examination of work safety accident report and treatment system for construction company shall meet the following requirements:
1 If the system is not established and the casualty accidents happened in the construction and production are not reported to the leadership timely according to the facts, then this assessment item shall not be scored;
2 If the happened and near accidents are not treated according to rules of "four does not let off", then this assessment item shall not be scored;
3 If the accident archives for work safety accident happening and treatment conditions are not established, then this assessment item shall not be scored.
3.1.9 The assessment on the examination of work safety emergency rescue system for construction company shall meet the following requirements:
1 If the system is not established and the emergency rescue plans for accident-prone and accident-black-spot positions, procedures, sub-section and sub-item projects are not made in combination with construction characteristics of this company according to the business scope of this company, and the training exercise for each emergency plan is not organized and implemented, then this assessment item shall not be scored;
2 The reduction score shall be assessed according to specific conditions for the implementation of the organization, institution, personnel and goods and materials of the emergency rescue plan.
