Chapter 1 General
Article 1 The Measures are prepared according to "Administrative License Law of the People's Republic of China", "Regulations on Safety Supervision of Special Equipment" and "Decision of State Council on Setting Administrative License for Administrative Approval Items Needed to be Reserved" in order to strengthen supervision and management of special equipment operation personnel, standardize operation personnel assessment and certificate issuance procedure and ensure safe operation of special equipment.
Article 2 Operation personnel and relevant management personnel for special equipment like boiler, pressure vessel (including cylinder), pressure pipeline, elevator, lifting appliance, passenger ropeway, large recreation facility, special motor vehicle in the field (plant), etc. are collectively called special equipment operation personnel. “Catalogue of Operation Categories and Items of Special Equipment Operation Personnel” is uniformly released by the AQSIQ.
Personnel engaged in special equipment operation may be engaged in corresponding operation or management work after passing the assessment and obtaining "Certificate of Special Equipment Operation Personnel" according to the requirements of the Measures.
Article 3 General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as AQSIQ) is responsible for the supervision and management of special equipment operation personnel throughout the county, while quality and technical supervision department above the county level is responsible for the supervision and management of special equipment operation personnel within the administrative area.
Article 4 Personnel applying for "Certificate of Special Equipment Operation Personnel" shall enter for a test in test organization for special equipment operation personnel (hereinafter referred to as test organization) designated by provincial quality and technical supervision department.
Where it is unnecessary to set test organization at each province, autonomous region or municipality directly under the central government since there is a few special equipment operation personnel, the test organization is designated by the AQSIQ.
