The State Council's Decision on the Amendment of "Regulations on the Protection of Power Facilities" The State Council decides to make the following revisions on "Regulations on the Protection of Power Facilities": 1. Article 2 was revised as: "This Regulation is applicable to existing power facilities or power facilities under construction (including power generation facilities, power transformation facilities and power line facilities as well as relevant auxiliary facilities, the same below)." 2. Article 3 was revised as: "The protection of power facilities adheres to the principle of combining power management department, public security department, power enterprise and the masses." 3. Article 4 was revised as: "The power facilities are protected by the national laws so that any entity or individual mustn't have behaviors which endanger the power facilities. Any entity or individual is obliged to protect the power facilities and is entitled to prevent any behavior which endanger power facilities and report it to the power management department and the public security department.” One clause was added in this Article as the second clause: "The power enterprises shall strengthen the protection of power facilities and take appropriate measures to prevent any behavior which endangers the safety of power facilities." 4. The first item of Article 8 was revised as: "Facilities in plants and stations, including power plant, substation, convertor station and switch station;" In the second item of this Article, "ash yard" was added. 5. In the third item of Article 9, "reactor" was added. One item was added as the fourth item: "Power dispatching facilities: power dispatching occupancy, power dispatching communication facilities, power grid dispatching automation facilities and power grid operating control facilities."
