With the continuous development of modern science and technology, new technologies, new processes and new materials are constantly appearing, and the production process and various materials of circuit-breakers for overcurrent protection are constantly improved, which greatly improves the performance of circuit-breakers for overcurrent protection in household and similar installation. Green-design products are the ultimate embodiment of supply-side structural reform through green manufacturing, focusing on the greening of the whole life cycle of products. It is helpful to minimize energy and resource consumption and ecological environment impact and maximize regeneration rate by actively carrying out green-design and taking the impacts of raw material selection, production, sale, use, recovery and disposal on resources and environment in the product design and development stage according to the concept of the whole life cycle. This standard specifies the assessment principles and methods, organizational requirements, assessment indicators, assessment method for product life cycle and requirements of report format for green-design products of circuit-breakers for overcurrent protection in household and similar installation. The main contents of this standard are as follows: ——The applicable scope of standards and normative references are specified; ——The terms and definitions of product green-design are specified; ——The assessment principles, methods and basis of product green-design are specified; ——The assessment indicator requirements of product green-design are specified. Before the formulation of this standard, the assessment of green-design products of circuit-breakers for overcurrent protection in household and similar installation has been in a situation where there is no standard to follow, resulting in difference of manufacturers in green-design products and their environmental friendliness. The formulation of this standard enables all parties concerned to seriously study and discuss the green-design products of circuit-breakers for overcurrent protection, and improve the environmental protection awareness of all production enterprises. In addition, it provides basis for energy resources, ecological environment impact and regeneration rate of products. Main issues concerned in the standard are to: ——specify category and contents of hazardous substances restricted in products; ——specify the calculation method and indicator of recyclability rate of product; ——specify the operating life of products, which is higher than the current national standard by reference to the upper-middle level in the industry and the feedback from the participating units; ——specify the maximum power consumption index of products per pole, which is higher than the current national standard by reference to the upper-middle level in the industry. Technical specification for green-design product assessment— Circuit-breakers for overcurrent protection for household and similar installation 1 Scope This standard specifies the assessment principles and methods, organizational requirements, assessment indicators, assessment method for product life cycle and requirements of report format for green-design products of circuit-breakers for overcurrent protection in household and similar installation. This standard is applicable to air circuit breakers with AC 50 Hz, 60 Hz or 50 Hz/60 Hz, rated voltage up to 440 V (phase-to-phase), DC rated voltage up to 500 V, rated current up to 125 A and rated short-circuit capability up to 25,000 A. It is also applicable to products containing electronic components, such as circuit breakers for equipment (CBE) complying with GB/T 17701. If feasible, it is encouraged to select quantitative assessment requirements as far as possible, so as to reflect the environmental performance of products more accurately. 4.2 Assessment method Product assessment methods are as follows: a) indicator assessment, includes, but is not limited to: 1) product environmental protection requirements specified in laws and regulations; 2) other advanced environmental protection requirements for products. Note: The sources of environmental protection requirements include enterprise environmental protection policies, national/industrial technical standards, customer requirements, environmental protection marks or green procurement technical specifications, etc. b) Life cycle assessment Product life cycle assessment is carried out according to GB/T 24040, GB/T 24044 and specific product category rules and standards. 4.3 Assessment basis Products shall be assessed as green-design products if they a) meet the basic requirements for the organization (see Clause 5) and the assessment indicator requirements for products (see Clause 6), and relevant compliance documents are provided; b) are subjected to product life cycle assessment (see Annex A for the assessment method for product life cycle) and green-design assessment report is provided (see Annex B for report format). 5 Basic requirements for product manufacturers Product manufacturers shall introduce green-design process into management system: ——Incorporating the goal of green-design and reducing the overall environmental impact into enterprise policies and strategies; ——Being consistent with the management system procedures of the enterprise, regularly review the green-design process to promote continuous improvement; ——The review content includes enterprise policies and strategies, necessity to improve the green-design process and possibility to improve the environmental performance of products. 6 Requirements of assessment indicator The assessment product shall be a green-design product, which consists of first-class indicator and second-class indicator. The first-class indicator includes resource, energy, environment and product attribute. Second-class indicators are specific assessment items in four types of attribute indicators, including indicator names, criteria, basis, etc. See Table 1 for the requirements of assessment indicator.
