本标准规定了炼钢铁素炉料（废钢铁）的术语和定义、分类、技术要求、交货条件、检验项目与检验方法、验收规则、运输和质量证明书等。
本标准适用于提供给炼钢、铸造及铁合金冶炼时作为铁素炉料使用的熔炼用废钢铁。非熔炼用废钢铁不适用本标准。
