本部分规定了配置信息提供体系结构、配置信息提供的内容、配置信息提供引导、配置信息提供用户代理行为和配置信息提供智能卡等内容。配置信息提供体系结构规定“配置信息提供”的体系结构和过程描述；配置信息提供的内容类型规定了用于在配置信息提供基础结构（配置信息提供服务器、引导服务器等）和移动设备间传输连接信息的内容类型；引导规范规定了可用于引导不同网络技术中的设备的机制；?用户代理行为规定了设备中配置信息提供代理的一些基本行为；智能卡配置信息提供规定了WIM卡或SIM卡上的用于存储WAP配置信息提供数据的文件。本部分适用于利用无线应用协议（WAP）为用户提供无线数据业务的终端和系统，利用最少的用户交互对WAP客户端进行配置。
