本标准规定了AAL类型1提供给高层用户的业务以及所执行的功能。ATM适配层(AAL)用来增强由ATM层提供的业务，以支持高层所需要的功能。AAL层完成用户面、控制面和管理面要求的功能，并完成ATM层与高层之间的映射AAL层支持多种协议，用以满足不同的AAL层业务用户的需要。
